My issue is exactly the same. My Win10 PC can connect to many WiFi access points, easily, successfully and repeatedly. However it cannot connect to any of my phones or other android devices. It can see the network (hotspot) and either cannot connect (gives a message "Cannot connect to this network" ) or connects but gets no internet.
